Because this neck never received a top clear coat, the fine-finishing putty at the neck and headstock joint dried out over the years and flaked out in spots along the lateral feathered joint, most likely from even gentle handling bumps.  Finishing putty formulas today work excellent with only a good understanding of finish sanding required, ....lightly, in the direction of the sub-grain, with extra fine sand paper; All available at any decent hardware or paint store.  The person applying a top coat should know how to apply the very small line of putty.  If no clear top coat is desired, then permanant exterior putty can be used instead, sealed with a sanding sealer and finished with extra-fine sandpaper or emory paper / cloth.  A decent luthier, guitar repairman or good cabinet shop should be able to do the putty, and the sanding, and the clear coat if desired.
The brown streak is grain in the wood:
